I inadvertantly bought 2 Costume Shops for the Fat Cat quest. Is there a way to get rid of one of them? I really don't have the resources to build 2, and I don't want an unfinished building in my city forever. Thanks!

Use the sell tool. Click the arrow in the lower right near the shop, then pick sell, then click anything you want to sell including unfinished buildings.
