Year of the Dragon Question

I was halfway through the year of the Dragon quests before I unlocked Niles by building Rose's teashop.

Is there any way to get him to trigger for the sidequests or am I out of luck? I've completed all the main quests in the Dragon line.

If you complete:
*Public Spaces (build a public forum: 18 builds of 15 wood and 8 stone, 14 levonium mortar, 16 canvas, 16 nails, 14 gustone)

Then talk to Callie and she will give you the choice of talking to her about "The G Man: Niles" or "Stone Cold Sustainability". Pick "The G Man: Niles". Finish "The G Man: Niles" and then when you talk to Niles to get the next quest from him you should get the choice of the first Chinese New Year quest or the first Niles Quest, then carry on in whatever order you want.
