Some people chose to use https protocol when viewing facebook because they believe it to be more secure. Others chose not to because it causes many problems and is commonly believed to not be any more secure for general web browsing.

Is it a facebook setting?
Yes it is under "Account Setting" then go to "Security" and click "edit" link .. You can "Enable" it for https. If you do not want https make sure the box in security settings is UNchecked.
